I have heard that given time, if such a person maintains a stable, low weight, the body will naturally reduce much of the excess skin. Is that true?

I lost 60 pounds in 2003. Did it by fasting

had several bad injuries in the years since, gained it all back. inactivity, recovery, eating ben and jerrys

When I had lost the 60, my skin shrunk and I felt I looked fine, no sagging whatever

but then, i was fasting, eating only a chicken breast a day with a glass of milk for lunch, then running 3 miles at night and hiking 2 then walking 2 home

So, I guess it depends on what you are doing when you lose it

I have not seen that to be the case. I have seen people with 12 to 15 year old sugeries, maintain weight and have to fold up their twenty to thirty lbs of abdominal skin into their pants.
