To qualify for the program, someone must be enrolled in one of numerous federal programs such as Medicaid, food stamps, Section 8 or free school lunch or make below 150 percent of the federal poverty level, which is $33,525 for a family of four. It must be a rigorous endeavor to get a "free" phone for your survival by the looks of it.
Well, at least there isn't a push to get people to "go government" for their sustenance....

I have the same bare-bones plan I have had for years for $12.00/month. No data or text, just phone.
But then I guess I am stupid as hell for bothering to shop for the lowest price plan to fit my budget when I could just go crying to Uncle Sugar.
That’s the way many thing are these days. The government has made suckers out of anyone trying to pay their own way and play by the rules.

I heard somewhere there are something like 77 separate federal welfare programs.
Time to abolish at least 76 of them.

These appear to be recycled older phones, and have a small number of monthly minutes (250 domestic is the max) and one text counts as one minute. This is receiving or giving, and I don’t know if there’s a way to shut off the text receiving capability to keep well meaning friends with unlimited pay plans from dinging away your minutes. If the program could be well controlled it might be worth it. $10 on top of a $200 food stamp budget isn’t humongous. But it is supposed to be the sole program phone for that address. And they ask you for your address on line — there’s no excuse for whatever state office administers the food stamps not to ensure the address is unique before paying out. They have to do something like that for the food stamps anyhow (more than one person being fed together gets less than integral multiples of the one person rate).
