Your scenario is right out of "The Handmaid's Tale" and utterly ludicrous. Law enforcement is never going there. Ever. And anyone who says that's where things are heading is a liar, plain and simple.
Laws like this are to protect the unborn from those who kill them for convenience sake. What Mississippi did tonight was a disgrace. And we dare call ourselves civilized people when we so wantonly refuse to protect the most innocent and helpless of all from a violent death.
We are civilized only to the extent that we keep our barbarities locked behind the doors of a "clinic" and dispose of our unwanted in a bio-hazard dumpster.

Don't underestimate the ability of government bureaucracy to get stupid.
