It sounds like Paterno did the absolute minimum in reporting to the AD. Since Sandusky reported directly to Paterno, he (Paterno) had a personal repsonsibility to look into the matter, and not just punt to the AD, and also to follow up with the AD. McQueary and Paterno should have gone to the AD together.
And they are most likely union members.
