He has no obligation to gather all the facts or anything of the sort. He did what he was supposed to do. Paterno contacted Curley immediately and then shortly thereafter contacted Schultz, who oversaw the University police. If that isn’t escalation, I don’t know what the hell is.
By the way, alleging that Paterno and Sandusky had daily contact is meaningless. Whether you’re pulling that out of your ass or not is irrelevant since it has no bearing on anything.

If he had knowledge of a predator attacking a child, or reason to believe it MAY have happened, he should notify the police immediately and directly. Notifying Curley, Shultz, Moe or Harpo is just an administrative procedure and could be the second or third calls he made.
