It's only a test, but nerves are somewhat frayed over the first nationwide exercise of the system designed to alert Americans of national emergencies. The test occurs at 1900 GMT Wednesday, November 9, and may last over three minutes -- longer than the typical 30 seconds or one minute for most broadcast test messages.

Our government has had that power since the airwaves happened. The FCC can suspend any license.

None of the Big 3 networks ever conducted their own EBS or EAS tests. Everything you’ve ever seen has been local or state.
But they could have. That’s my point. The only big deal about this is they’re simul firing the whole national test, which honestly they SHOULD have done back 1963 since the whole point of the thing was in case of war.
