Perry suggests US visa program to let illegal immigrants come and go freely; opposes amnesty

“You can put a program into place in which these individuals can be identified, and work visas in which they can move back and forth between their countries but not to become United States citizens,” Perry said. “And I think that’s where McCain, that’s where Romney, that’s where even Bush went wrong when they talked about the issue that, ‘we’re going to give amnesty to these individuals,’ and people just said, ‘no, we’re not.’”

Perry didn’t elaborate on what such a visa plan would look like, saying only that authorities need to determine a better way to identify illegal immigrants and make them part of mainstream society. He also said the program would only work if the federal government first does a better job securing America’s borders.

“I disagree with the concept that somehow or another we’re going to pack up 10, to 12, to 15 million people and ship them back to the country of origin. That’s not going to happen,” Perry said. “So realty has to be part of our conversation. And then you need to have a strategy to deal with it. That is what I think we will have, but first you have to secure that border.”

Perry called Washington’s efforts to stop the flow of illegal immigrants “an abject failure” but said that, as president, he could accomplish the task in just a year using the existing fence, more border patrol agents and air surveillance.

Making them citizens is amnesty.

“Out in the open” is a ludicrous statement. They are out in the open, they are in front of Home Depot for one. They go to government schools, they go to ER’s and get welfare everything else.
:p

If you want them “out in the open” then make the schools, hospitals and welfare programs ASK them if they are illegal and put it in a Homeland Security file. He probably opposes even asking them if they are legal or not.

The way to fix it is to simply use e-verify, say no more welfare and free schools for illegal aliens and the problem will solve itself.

You can’t really be that dense, so we must have a misunderstanding somewhere.

Perry would solve the illegal problem by giving them legal “access” to the U.S. to work. The number given such access could then be controlled, provided the border is properly policed. People here illegally, would still be identified and sent home. This is not anything like amnesty.

It is giving those here illegally the choice to either line up for a green card enabling them to work here legally as citizens of another country, or to risk staying here illegally and being caught doing so and returned to their home country. Furthermore, the number of green cards could be legally established, so even some who wish to stay here legally might not qualify, at least at first, and would have to return home to wait in line for a card.

If you really think this is amnesty, we’ll just be talking past one another. I define amnesty as giving in and issuing all illegals here already their citizenship papers. Perry isn’t advocating that, nor am I.

And, as I said initially, the law should be changed so that the children born here to the holder of such a green card should not be given automatic U.S. citizenship. They should be citizens of the country in which the mother is a citizen. The same should be true of the children of illegals.

So perry wants to legalize illegals, i.e. that was my point.
It is called amnesty.

It invites even more illegals (hoping to get similar status) as well as so called legals.

Law-abiding americans have to pay their schooling, welfare and health care while suffering overcrowded schools, hospitals and increase in crime rates

And Texans made a decision — are we going to kick these people to the side of the road and they are going to become tax wasters? Or are we going to require that they become citizens of the United States and become taxpayers? We chose the latter. I would still do that today......

Would you find an updated version of the Bracero program acceptable? I.e., issuing permits to WORKERS to come to the US, and then to leave. They do NOT bring their families. They come, work the agricultural seasons and return home until the following year. That program seems to have worked fairly well until it ended in 1964 (the beginning of our “Great Society”)

IMO, much of the problem is that the US has offered too much incentive for folks to come here, en famille. We offer, through Congressional mandates, free health services, free education, and often free food and housing. What’s not to like?

If we removed those incentives, and offered permits to workers from Mexico (or elsewhere) to come for, i.e., a given growing season, with their return home at the end of the season, it would work to everyone’s advantage. (I would include some medical coverage provided by employers for on the job injuries).

Might want to change the way we issue visas though. Less “diversity” and more merit.

They wouldn’t BE illegal if they had to go through the process and left after the specific time frame. I suppose you like the wide open criminal illegals coming to ply their trade. People who apply for passports have to be checked for criminal or other disqualifying issues. Do you not want these people checked? OR is it you just don’t want ANY Mexicans in the U.S. I want the illegals gone and only aliens coming in that have been check. What’s wrong with that?

It’s the most sane proposal I’ve heard yet about the illegals among us, and I’m in with it.

My thoughts as well.

I knew we would see the same old garbage from those who don't bother to read the article.

Perry is saying:

1. Secure the border first so we don't continue to have people coming illegally.

2. Do not give amnesty to those who came here illegally

3. Illegals would be given a visa. Now they will have to start paying taxes!

I would imagine that it is already a part of the visa process that if you commit any crimes after your incarceration you are deported. IOW, over time we could get rid of the criminal element. All in all it seems pretty rational. You can see Perry understands the issue and is smart enough to recognize the govt won't have the support to deport 12-15 million people.

Cut off the welfare and free schooling for illegals and use e-verify (which he opposes) and the problem will pretty much solve itself.

One problem. We are a nation that grants authority to our legal system and the courts have ruled that states must provide schooling and health care for illegals.

Guest worker programs mean exactly that. GUEST.

no path to residency. PERIOD.
no brining the rest of the entourage. PERIOD.
no residency via marriage to a US citizen. PERIOD.

however at this point I say all these RINO’s and conservative lite’s are just looking to get something in order to establish amnesty.

anything mccain supports is amnesty.

They received a card for SPECIFIC time frame. If you read my link it explains the process. 6 or 18 months was the limit.

We all know how the Bracero program DID work, or WAS INTENDED to work.

But this proposal does not require illegals to leave after a time limit.

This program is about giving the current illegal population some kind of legal status without using the word "amnesty".

Two related items:

As you point out, not all the Braceros left the USA or stayed away after their permits expired. No program is worth the paper it is printed on if the government does not enforce the law.

The government's intent to NOT enforce the law has been on display since Regan's Wetback Program days. I don't have a lot of faith that the same people will suddenly remember their oaths of office.

Since the early days of the Bush administration we have been told by the government and the media that there are "about 12 million illegals living in the USA." Over the years they also have told us that there are anywhere from 1/2 million to 1 million new illegals being added every year.

Yet - Miraculously! - they still tell us there are only around 12 million illegals living here.

If the government could just make that math work on the budget deficits and national debt we would be out of financial trouble in just a few years.

No work for illegals? No work visas. No illegals.

Now because the farmers depress the wages, we ALLOW illegals for the farm lobby...and even at over $10 an hour..we have to hire “inmates”...the problem is NOT illegals..Its that

1)we don’t have a secured border and an immigration policy with plenty of work visas
2) It takes 30 years to get citizenship
3) with all the entitlements, why should any American take a migrant farmer job???
