There is the new g/TLD bidding offering from ICANN opening up in January through April. It might be connected somehow. Also ICANN’s monopoly could be coming to an end by mid-2012.

So instead of $10.00 for a web site, it will be $10.70?

Besides the fact that they can charge a million dollars if they want, VeriSign does quite a bit more than just registrations.

WHY? Because the government gave them a license to print money. If you look at the board of directors and the senior individuals when they were given the .com/.net/.org, it read like a Who’s Who of the top echelons of the FBI, CIA, and NSA.
