I agree that all “distracted driving” is bad, however, the amount of lives being lost to this modern phenomenon is alarming to say the least. I dont know...I dont believe this is a personal liberty issue as much as it is a public safety one. It is illegal to consume certain levels of alcohol/drugs as they may alter perception and judgment to a point that endangers your safety and the safety of others while operating a motor vehicle, how is this different? Again, I know that all distracted driving creates a potential danger, but they just are not finding many open road maps or lipsticks beside victims of motor vehicle accidents these days.

A police officer can already pull you over and ticket you for any of those idiot maneuvers, its called careless driving.
You might try and fight it in court, but there’s a better than average chance the judge will agree with the cop.
