I thought “Spartanburg” sounded familiar...
I did some work there, and the little town is a suburb of Atlanta. I can see why this sheriff, in another state and county, is sick and tired of the Atlanta criminals preying on his constituents.

This is Spartanburg County, South Carolina. Though I can’t speak for the whole county, the parts we saw as we drove through were trashy looking. I saw gas advertised well below the going rate everywhere else, so I pulled in to top off. Turns out that rate was only available to those paying with an EBT card (welfare). All others had to pay more. IIRC, the going rate most places was about $3.19, welfare leeches were charged $2.79 there, and all others $3.34. It looked like 95% of the local population was on welfare, and trying to get the people driving through to pay for their discounts on gas. There were abandoned buildings all over the place, where businesses apparently just closed up shop and walked away.

Spartanburg is about 200 miles from Atlanta, it's approx. 70 miles west of Charlotte.
