Boehner is right, Congress can indeed limit what presidents can do simply by denying them the funds or by limiting how those funds can be spent.
True, but it’s useless unless they enforce it. They already have...
The House voted to approve a continuing resolution to keep the government funded from the end of the fiscal year on Sept. 30 through Nov. 18. According to an analysis by the conservative Republican Study Committee, the CR permits funding for both Planned Parenthood and implementation of Obamacare.

But the question for the House speaker is why are we just now hearing him issue this warning to Obama nearly a year after voters restored Boehner's party to majority status in the people's house?
The question isn't: Why?
Is Boehner up to the challenge? So far the answer has been no.

If the thinking is .. "Wellll, we can't see beyond ___________ ", but congress almost always does pass another funding bill ... why not just say, "We can't see beyond a year from now" and pass a bill for a year instead of this month-at-a-time thing?

Boehner could put his member and his nuts in a guillotine, the thing could drop and he STILL wouldn’t bleed because there’s not enough there to do any damage to him.
I am really bummed Sarah didn’t decide to run. She has a bigger set than the whole lot of them put together.

And even with the GOP continuing to fund the government, Obama is working diligently to find ways where he doesn't even need a nod from Congress. The funding mechanism for the new “Consumer Protection Agency” and the student loan refinance programs are examples. Obama is spending money and obligating the Treasury without even a need to go near Congress.
