I don't think any snowfall this early in the season will amount to much.
1. The current temperature of the ocean at Battery Park is 59°.
2. New York City has an underground steam system. It takes steam produced by generating stations and carries it under the streets of Manhattan to heat, cool, or supply power to high rise buildings and businesses. It serves more than 100,000 commercial and residential establishments in Manhattan from Battery Park northward. It heats the streets and clouds of condensation can be seen rising from manholes in Manhattan. Sometimes they explode.

Doesn’t NYC have a law against noisemaking above 90 dB? If so, why the heck aren’t they enforcing their own dang noise ordinance?

Probably not a lot of snakes in the big city anyway. Which is why there are so many rats and 'Rats.
I look forward to Occupy Winter Storm. Hopefully some people bring IR cameras to see how many of the tents are occupied during the bad weather, and how many were just left set up while the occupiers take the subway back to a nice warm apartment.
