Boy is that an exaggeration. I just watched the clip and in no manner did Beck say they were taking away radio or TV forever. He did say and it is in the FEMA memo that some stations may not indicate it is a test. And he expressed concern that this test/non-test may cause some confusion. And such that ...why do something like this in the middle of the work day, instead of the middle of the night. Which I am old enough to recall they did a lot of the TV EBS tests at midnight, just in case the 'test' message failed and caused panic.
Because emergencies happen in all day parts. At my stations I usually run 6 monthly tests a year, sometimes more. Even with the automation if a real emergency happens during the morning, afternoon or evening the operator and other staff MUST know how to handle it. I can't tell you how many times we've had tests or actual emergencies and the people on duty had no clue as to what to do. In one case during flash flooding lives were lost and eventually the stations were blamed and IIRC some stations were fined or otherwise punished.

It's not an exaggeration, it's just a defamation of character lie and I'm telling you offduty that you are a cheap liar. He explained how the system works, he explained what they were going to do, he said it was only for 3.5 minutes and said that even FEMA wasn't sure what would be displayed on the TV.
