The legal definition is necessary for legal identification of who is included within that class, and under what conditions different subsets are activated.

Based on prolonged study of the topic, methinks the _point_ of the term is “all capable citizens”.

Sad that you must resort to name calling rather than stick with the facts. I was commenting on the posts over at the Blaze. If you read them, you’ll see there is an undercurrent of concern that Obama would have the power to take away (ok maybe bad choice of words) how about control radio and tv nationally without local broadcasters being able to do something.

His listeners had to get that impression from somewhere. Read the posts on the Blaze before you flame me.

Not as such, but the EBS is the direct successor. Under one name or another they’ve been interrupting television and radio since 1951. The republic is still here.

Oh I remember the old civil defense test pattern on the TV from when I was a kid . Also I think that this is basically a test that will for the most part go as planned unless some smart ass puts out the zombie apocalypse warning by mistake , in which case there will be much screaming/yelling knashing of teeth & banging heads against walls by those who were running this test .

Myself I’m hoping for a nation wide zombie apocalypse alert. 8*> Cause the goobers in Washington DC will look like total asses.

Even though it IS a test, they are going to use the actual codes they would use in a REAL national emergency. They’re going to have this carefully controlled.

I went through the downloadable version of the National EAS Test handbook that the FCC made available to all broadcast stations. Anyone can read it. It tells you exactly what to expect and what you'll hear when they conduct it.

There are two types of stations, 'participating' and 'non-participating'. 'Participating' stations are those that are already part of the system.

ALL stations will transmit the three EAS "chirps" that you hear when they test or activate the system. Those chirps are telling the EAS encoder what type of alert it is. You will then hear the old EBS Attention Signal, that annoying two-tone screech that we all know and dislike.

If you're listening to a 'participating' station, you'll her the following:

This is a test of the Emergency Alert System. [PAUSE] This is only a Test. The message you are hearing is part of a nationwide live code Test of Emergency Alert System capabilities. This Test message has been initiated by national alert and warning authorities in coordination with Emergency Alert System Participants, including broadcast, cable, satellite, and wireline participants in your area. Had this been an actual emergency, the attention signal you just heard would have been followed by emergency information, news, or instructions. Remember, this is only a Test. The EAS is also used by State, Territorial, Tribal, and local authorities to alert and warn the public and provide important emergency response information. Remember, this is only a Test. Please stay with this Test message as it will be repeated… [PAUSE]

The message will continue until the test is over.

Being a former broadcaster, I read the message at 'broadcast speed', making sure to enunciate all the words like I would for reading copy. If that pacing is used, you'll probably hear it three times in the 3 minutes of the test.

If you're listening to a 'Non-participating' station, you'll hear this:

"This is a nationwide test of the Emergency Alert System. This test will last for approximately three minutes. During this test, most television and radio providers will remain on the air to participate in the test. This is (station name). We will be discontinuing programming for the duration of the test. Our programming will resume at the end of the test, in approximately three minutes."

The announcement will be repeated once, then the station will go silent until the test is over.

I can understand a 30 second test, NOT THREE MINUTES, THIRTY SECONDS.
With this being within one day of the elections and a near miss (hopefully) asteroid, it's a threat.

Oh...I don’t trust him either. Not as far as I could throw a Buick.

However, after reading the FAQ’s for the test, I know WHY the test is 3:30 long. The EAS encoders have a built in time limit of two minutes for all messages EXCEPT national emergencies. Those have NO time limit (convenient, no?). The FCC, FEMA, and supposedly the manufacturers of the different encoders want to see if they ‘lock up’ at the 2 minute mark. If not, great. If they do, they (supposedly) have a bug to fix.

Now, could you (or someone) explain to me why this near-miss asteroid is freaking people out concerning this test? I’m afraid I don’t get it. It doesn’t worry me in the slightest, and I see no reason why people are tying these things together.

I'm probably not very good at this one.
I've just discovered we've got not one, but two events coming at almost the same date.
COMET ELEnin and Asteroid 2005 YU55 Take a look at this. As far as I can make out, the time Asteroid 2005 YU55 will be closest to the earth is 7:28 PM Central on Nov 8, 2011, based on 23:28 UT.

You'll have all these "shooting stars" and a near-miss asteroid.
Now our NASA scientist are usually pretty accurate.
But what if they're wrong? What if it comes much closer to earth than that? What if it hits us?

That's a wake-up call.
And it may be the reason for the emphasis to "get this ability to rapidly address the American People quickly.
But it's too much of a coincidence for people not to notice.
If it's visible to the naked eye (which NASA says you'll need a telescope to see it), it's going to scare the daylights out of them.
A lot of people aren't paying attention, but this would wake them up, especially if it grazes the atmosphere, or worse.

Have you not read Mark 13 verse 25?
