How can illegal aliens be Texas residents? In-state tuition is for legal state residents, not people here illegally from Mexico, Guatemala, Senegal or Colombia.

Not the adults.
Also “ Pay “ is the operative word.
Unlike K-12 where all taxpayers provide education
for every child-legal or not.
Then you’re talking about some serious taxpayer money.
And not just Texas , but, every state.

If I started out liking Cain, and I did, I would despise him now because of his supporters.

You think in-state tuition pays all the expenses of their college education? Then why do state schools cost less than private ones? Because state schools are subsidized. Also, the out-of-state students, legal American citizens, help pay the way for all those on paying in-state tuition.
