I agree. Add to that an agreement to recoup money to defray the expense of the war via oil pricing incentives. Freedom isn't free.
That would be the paramount consideration.
A close second is based on the fact that contrary to the advice of top military experts for the region, Brock cut our Iraqi force to a very few thousand. Those experts argued that such a meager force could face much difficulty defending itself.
Perhaps DOD convinced the CiC he would be hurt politically with either or both results. As it is, CiC avoids personal damage and fulfills a promise to his leftist supporters.

I agree on the immunity aspect, but Obama fails to mention that the troops will be replaced by 15,000 contractors probably paid much more than military pay.
That concept of the US Dept of State or DOD using contractors in a war zone doing military work, but being paid much more, always struck me as a slap in the face to our real and active duty military.
