If Israel had done what God tole them and killed ALL the Philistines, this would not have been a problem. The price you pay for disobedience,

1. Not sure there was ever an order to kill all the Philistines; that was a group of other folks;
2. The arabs squatting in Gaza are probly not Philistines, given that the Philistenes were from Crete, making them Greek.
3. All that said, the arabs are traditionally descendants of Ishmael (fair warning about his kids given in Genesis) AND probably did mix with some of the various tribes who were ordered to be killed but who partially survived(e.g., Cananites, maybe Amalekites).
