No.
It means not to interfere with the God-given rights and powers you already have.
It means for government to GET OUT OF THE WAY!
We use the term “empowerment” in the corporate culture to allow the staff and their management to make decisions, take risks and enjoy the benefits, or suffer the consequences.
This empowerment philosophy has done a lot more to promote innovation and accountability than any micromanagement or matrix management method ever has.
