They are just jumping up and down and making faces. The usual pathetic hypocrisy. Part of it I think is Iranian politics between factions of mullahs.
They are broke and powerless, relatively speaking, and they know damn few would die for them if they got in trouble. And the mullahs have a very great deal to lose besides, they are the Wall Street of Iran.
