That's right -- must avoid ambiguity and, frankly, euphemism.
Tho' I still sometimes use it myself, after using the word "homosexual" first, in order to establish context and meaning.
Not really. He's just being a politician. This is for home consumption, to score a few points with the gay lobby (which is increasingly powerful) and to make us all feel good about our fairness and equal opportunities stance. In reality it will make no difference at all, at least to the powerful countries in Africa we deal with. There will always be ways around it. The people who will really suffer are those very poor countries that nobody cares about, who will have their moral stances rubbished. You know, the ones who most need the aid and the ones we should really be supporting.
Short term gain, long term pain.
