"Toys and activities, such as blowing up balloons, are part and parcel of the type of children's play that helps them become independent and self-reliant," he said.
Which is precisely the reason that the socialists are opposed to them.

That’s the game Mr. Reardon and the sooner you wise up the better.

For me, it would depend upon what’s inside that balloon.

“But the European Commission has insisted that the new safety legislation was needed to prevent “horror stories”.”
I live over here and the EU is a bit of a “horror story”!

The EU is facing a huge debt crisis and they're worried about balloons?
BTW, 99 red balloons is a great song.

All teddie bears meant for children under the age of three will now have to be fully washable because EU regulators are concerned that dirty cuddly toys could spread disease and infection. And be sure to put the deck chairs on the starboard side to get a better view of the icebergs.

Another EU official admitted that the new regulations could be difficult to understand but insisted that safety experts knew best. Typical socialist. We, the bureaucratic class, know best. So shut-up, bend over, and take it.

I didn’t allow my children to blow up balloons because they could inhale them and choke on them. But I wouldn’t want the government to tell me they couldn’t do it. I want to make that decision, whether others agree with me or not.

Europe never had the notion of inalienable rights, so all they have to fall back on is criticizing regulators as killjoys. You....MEANIES!

"Of all tyrannies, a tyranny exercised for the good of its victims may be the most oppressive. It may be better to live under robber barons than under omnipotent moral busybodies. The robber baron's cruelty may sometimes sleep, his cupidity may at some point be satiated; but those who torment us for our own good will torment us without end, for they do so with the approval of their own conscience." -- C.S. Lewis
