Why would he need to eliminate the 16th? Congress can simply reduce or increase the rate at anytime.
One could reduce the income rate to 0 and simply use the 'Fair Tax' that he supports.

Can’t you read? Cain’s triple 9 is not a FAIR tax. It is a surtax which is added on to the already ridiculous income tax currently in place.
There is no way you can claim otherwise.

Like Prohibition, an amendment to the constitution cannot be just ignored. It must be eliminated cause if congress can make the tax zero it can make it 100% It started out as only 3% on the very rich...and has been up as high as 90% after adjusted via deductions...now most of those deductions were eliminated by Reagans congress for him to get his tax cuts passed...

That’s what I fear, FritzG, Congress can increase or reduce the rate anytime. That is a big problem.
The 16th needs to be rescinded before we add a national sales tax.
So, does Cain have a plan to abolish the 16th? That’s the question I’m asking and the answer I’m looking for.
