That’s what I fear, FritzG, Congress can increase or reduce the rate anytime. That is a big problem.

The 16th needs to be rescinded before we add a national sales tax.

So, does Cain have a plan to abolish the 16th? That’s the question I’m asking and the answer I’m looking for.

Yeah, that's a problem. I'm worried that Congress could add and do some other crazy things when it comes to Amendments.

On the plus side, it can be done. At least when it comes to Gov't speed. I think when they made it 18 for Presidential elections that it was relatively quick, around 8 months I think.
