I was trying to figure out where I had heard exactly that speaking rhythm before, with the audience echoing every phrase of the speaker. I finally figured it out.

With a facilitator, the Emotional Freedom Technique, or EFT, sounds exactly like that. The facilitator says a phrase and the others it while tapping on one of a number of special points on the head and upper body. The purpose of EFT is to exorcize negative emotions, and it actually seems to have that effect for many people. This EFT video exemplifies that rhythm.

I would be interested to know what the non-tapping, mind control technique is called and where it originated.
