Something else is influencing her decision.

I'd agree with you. She made the decision, with familiy, in the affirmative, to enter months ago. Her second decision was the timeframe to enter - as late as possible. If she changed her mind on the first decision, she would have announced "No" as soon as she knew. Thus, my conclusion that something other than family drove her decision, and did so in the last week or so.

I firmly believe that to be the case. In my letter to her, I told her that she cannot allow any threat to cause her to violate her personal code of honor. If she needs a personal security force, all she needs to do is ask. It will appear in an instant.
