An incomplete fence does little good. That has been shown in SE Arizona which now bears the brunt of illegal immigration traffic since the fence was built in California.
Drones? Don't make me laugh. That is little different than the virtual fence - a claim that technology can replace the proven force multiplier of a sturdy fence.
So in other words, Cain is a long ways ahead of Perry on this issue. You just don't want to admit that. And you never have.
Perry has gone to Israel to study their use of drones and fencing and their geographical situation and their national security issues. Janet Napolitano has talked of using drones on the U.S. border with Canada so it is an option they have but refuse to use on our southern border. Tell our enemies in the Middle East how useless drones are. They will tell you you are uninformed.

Others say that fencing ourselves out of the Rio Grande does little good as well. Unless you're keen to just give up sovereignty to Mexico for a fence that won't work, of course.

Israel’s barrier cannot be built on the entire southern border of the US. Howeve it does work and since Perry is the one that actually did the studying and not you, then a strategist placing of an Israel style fence could work .
