It’s revenue generation.

The tow truck probably hadn’t gotten over there yet to remove the vehicle, or the second driver would have had to fork over more hundreds of dollars to get the car back. Then file an insurance claim over the inevitable towing damage.

It’s all about the Benjamins! This is how to generate revenue without even trying.

Sad commentary on the state of things today. Once, in Washington state, many years ago, I did get pulled over with an expired tag (only a month, and I admit I was much younger and stupid), and the cop let me go with a warning. Told me I’d better get myself over to the Department of Licensing post haste.

On the bright side, at least they’re only putting people in jail for it. I see a time coming when they’ll use SWAT teams to pull you out of your car with its expired tabs, then go back to your house and shoot your dog for good measure. :)
