The difference appears to be that under Bush, the buyers were apprehended, whereas under Obama, the guns were allowed to go to the drug cartels in Mexico.
There was a Washington Post reporter interviewed by Greta Van Susteren tonight about Fast & Furious who played the "Bush did it too" card.

Project Gunrunner involved the surveillance of straw purchasers buying weapons, but those purchasers were immediately apprehended before crossing back into Mexico or tranferring arms to dangerous criminals.

According to an internal ATF report summarizing just 10 investigations in the Phoenix office since 2006, the gunrunning probes yielded almost 1,000 firearms probably “bound for Mexico, southern Arizona, and southern California.”
In one of those cases, ATF officials documented an unlicensed merchant who spent at least 100 days selling firearms at gun shows over the course of a year, violating a law that permits such individuals to divest themselves of their gun collections only once in their lifetimes. Agents reported seizing 129 firearms from this dealer, but “due to the fact that most of the firearms sold by the defendant were obtained from secondary sources and then resold, little documentation exists that would link [guns used in crimes] to the defendant,” the report said.
Another ongoing case involves a straw-purchase scheme among a foursome suspected of trafficking 130 firearms to Mexico, southern California, and Arizona. The document states: “To date, 21 [of those 130] firearms have been recovered in crimes, including 16 of them in Mexico. A firearm recovered in Mexico was used in the shooting of a Mexican police officer.”
“Our priority is curbing gunrunning in the Southwest,” says Newell, who currently manages 24 ATF agents working cases here in Phoenix.
This is the first I've heard about the guns having tracking devices. I remember Rep. Darrell Issa and Sean Hannity talking about them NOT have tracking devices.

The tracking is key to unraveling this. To my mind there are three main possibilities:
STUPID: They wanted to track them, but were incompetent.
EVIL: They did not intend to track them in order to use the resulting bodybags to bolster the argument for taking away RKBA in the USA.
CORRUPT: They were allowing the guns to go to the Sinaloa cartel, and were taking sides in the war between CDS and Los Zetas.

Bush would not have allowed the guns across the border.
Bush would not have allowed the guns going to drug cartel.
Bush would not have allowed the guns to kill US Federal officers on American soil.
Bush wouln not have allowed Sheriffs Deputies to be fired upon 70 miles within the US border with Mexico.
Bush wouldn’t put up 15 signs warning of illegal immigrant and illegal drug trafficing, and suggesting an alternate route.
This is their only card. Bush did it too is the only way to spin attention away from the Leavenworth Hotel that Obie, Holder and about 15 DOJ and ATFE brass should be housed in.

Or, that the bad guys were smart enough to check for and disable the devices. But, if that were the case, I'm sure it would have come out during testimony. Without proof, I would not believe that two guns had tracking devices. IMHO, these people have been caught in toooo many lies for them to be believed on anything.

Because of all the alphabet agencies involved, I'd say all three. Each individual involved had his/her own agenda. One of them is making money helping the drug cartels.
