Is Rick Perry’s Bi-National Health Insurance Plan Too Ambitious?
The International Business Times ^ | September 27, 2011 | Staff

Rick Perry, Governor of the State of Texas, has returned to stir up the nation over the past few weeks with his Bi-National Health Insurance Plan, which was first proposed back in August, 2001, at a U.S - Mexico Border Summit.

The Bi-National Health Insurance Plan was Perry's own ambitious scheme to provide Texas-funded coverage for residents along the U.S. - Mexico border.

What would be the motivation to buy medical insurance when one can simply walk across the border and get the stupid gringos to provide it for free?

If the details of this were designed to actually motivate doctors to move to Mexico where they would be shielded from junk lawsuits, I could see some benefit to Americans getting cut-rate medical care, but I believe many of them are already doing that.

Somehow, I think the more likely scenario is that the drug cartels would find a way to profit from it.

The Bi-National Health Insurance Plan was Perry's own ambitious scheme to provide Texas-funded coverage for residents along the U.S. - Mexico border.

This wording heavily insinuates that this was to be a taxpayer funded insurance. This is not the case. This had everything to do with allowing private insurers to cover health services provided in either Texas or Mexico. Santorum knew very well that this sounded like "buy national" insurance, which is the only reason he used it against Perry.

For eight tears we had a President that was more interested in what was best for Mexico versus what was best for the United States. We don’t need another.

No one informed doofus, that you could not sell insurance across state lines, but then he is all in on removing the border. Maybe he should work on cutting out the illegals and their hit and run accidents first.

You mean this guy? I think the US Armed Forces would disagree with you big time. I have had it with you so called "conservatives" who trash this man at every turn. He took the fight to the terrorist and obviously loved the service men and women. He also was a gentleman.

Health policy of this type (multi-national) is typically handled by the federal government. So when a state starts working with other country on it, it is almost as if the state wants to start pulling away from the US, and merge with the other country.

...at least that’s how I see it.

don't confuse two different issues. The poster was referring to immigration, which Bush was incredibly weak on.

I lived on the border for many years. Health care is not an issue. In the more isolated areas, you have to drive into town to see a doctor or medical facility. Not too many years ago, insurance wasn’t much of an issue either - you paid as you went, and if something serious happened you might spend years paying it off, but you got care when you needed it. Not sure what ailment this plan was supposed to cure.

I am not settled on any one candidate yet.I like Cain/West but you sure seem to post anti-Perry articles with an agenda. How about some anti-Romney articles? We get it no one likes Perry anymore,he is a bad,bad RINO while Romney shines.

Every political season every politician harps about immigration reform. No one ever does anything about it because it would take some votes away from them.As Latino’s would vote for Bush or Perry and illegals voting illegally for democrats. Both political parties lie.It is the same crap every cycle.

So the issue will never REALLY get cleaned up.Just like campaign finance reform, term limits, lobbiests, big gov,the senate and house getting COLA payraises while the country suffers, and so on and so on.

I also am sick of the talking point thay all use...

REIN in government spending,Rein in the EPA...

REIN IN? How about DISMANTLE?Sorry but I am old enough to have seen too many elections of IMMIGRATION REFORM BS talking POINTS and then everybody forgets about it after they are on the POTUS throne.

So, should Perry get the nomination please vote for Obama who really knows what's best for America. They dredge up some 10 year of piece of crap article and people pee in their pants.

For eight years we had a President that was more interested in what was best for Mexico versus what was best for the United States. We don’t need another.

The newly-minted "eager-to-please" Perry is patently offensive......he makes you want to say "yuck." God only knows what this Mexico suckup would do if he had presidential power.

He forgets that we already know: rank politicians, like Perry, entrusted with enforcing immigration law, deliberately ignored the law and pursued a sub rosa agenda they never bothered to inform the tax-paying public about. Once the public was alerted to pols' deceit, they became involved. It has been a matter of the public learning about deceitful politicians... both Bushes, Ted Kennedy, John McCain, Slick Willie, Obama, Rick Perry and many others......particularly GWB's attempts to grant amnesty to millions of illegal aliens.

More egregiously, these same politicians whose negligence exacerbated the illegal problem, then began offering 'solutions'.....amnesty......which also bought vote-crazed pols like Perry, votes and campaign contributions.

The Dream Act, the in-state tuition giveaway, is a show of shameless pandering to ethnic groups. When voters became aware of politicians' pandering, they opposed it by large margins.

As FlingWingFlyer insightfully posted: Illegal immigration is the new “third rail” of American politics. Politicians better learn that, subito. Americans have had it with freeloading foreigners.

Even if by some quirk of fate, Perry survives conservative ire, he would still have to face the disaffection of the general public, at a later date. Today some 81% of Americans oppose giveaways to illegals......and that cuts across the political spectrum.

CIRCA 2001 BORDER SUMMIT--PERRY W/ MEXICO'S THEN-PRES VICENTE FOX

Pres Fox thanks Gov Perry for giving illegal migrant workers access to Texas universities via in-state tuition. At that time----at a "border summit"---- Perry also advanced a “bi-national health insurance” program that would cover both US and Mexican residents along the border....including the savage Zeta gangs setting up drug cartels in Dallas. Perry praised a “unified,” trans-national health care program. and was ready, willing and eager to pour US dollars into illegals violating US borders.....including the savage Zetas setting up its drug cartel in Dallas, and those on the border organizing against the US.

Wow and article from an organization that CLAIMS to be the LEADER in the LATEST business news?

Privately owned by Board of directors. and none list .

Now they have posted a Story from 2002, and actually try to MISLEAD the readers into believing this issue is actually an issue Perry is supporting today.

Lying LIARS Telling LIES.
I’m waiting for a response from IBT as to WHY they would print a propaganda piece, on a non-issue brought up by a bottom feeding Pres Candidate.

Yet another face palm for “CENTURION”.

"Rather, it will allow private health plans to provide coverage to any Mexican or American citizen, residing within a maximum of 62 miles of the borders of either country. "

BIG DEAL!

"The concept of Bi-National Health Insurance Plan died long back until it was again fueled by Republican Presidential candidate Sen. Rick Santorum, who attacked Perry for his record on illegal immigration."

I agree with you — they keep bashing Bush, but never a bad word about Obama, and they have the nerve to call themselves conservatives.
