The 2nd amendment is supposed to guarantee it.

“USA Today” is primarily aimed at the fifth grade reading level “Average American”, not those who paid attention in school.

Agreed, if that distinction was offered in the question. I will always say that the 2nd supports the individual’s right to bear arms. When was the last time anyone in the MSM made any useful distinctions?

Well and rightly said!! The Bill of Rights defines or states rights that inhere in the person of each human being, and which the State (government) is obliged to defend, as are we all. No document of human composition “gives” or confers” rights. Our Declaration of Independence identifies the source of our innate rights.
Second Amendment: A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.
Perhaps you are troubled with the distinction between “bestow” and “recognizes”, as it relates to the actual words contained in the 2nd Amendment?
