That incendiary line of attack in the free-for-all among Republican presidential hopefuls begs for a deep breath and a dose of rational reflection.
Since 2001, Texas has allowed students to qualify for in-state college tuition if they've lived in the state for three years leading to high school graduation, completed their studies for a diploma or a GED, and enrolled at a public higher education institution.
Citizens, legal residents and other immigrants can get lower rates under the law. Students who meet the criteria but aren't U.S. citizens yet must file a statement that they intend to seek legal status.
The policy, which won widespread support in the Legislature before getting Perry's signature, has moral, practical and financial dimensions.
Support has come from the influential Texas Association of Business and chambers of commerce, as well as educators, the Texas Catholic Conference and civil libertarians.
In 2009, Texas Attorney General Greg Abbott upheld the law. This summer, the U.S. Supreme Court also rejected a challenge to a similar law in California.

That's what Perry has been saying for years. Way before he became a candidate for President. And as President, that's what he's declared he'll do. Not just for economic reasons, but as a matter of national security.

The other problem is that we’re not very confident that Perry would put those boots on the ground if he was President.

There are a lot more illegals in Texas than NY!
Percentage wise, it’s 7% Texas, and 4% NY.

the other thing is that you want to compare a supposedly super conservative red state with one of the most liberal in the country. Republicans in red states should deal with their rinos first because we have to wait 90 years before getting any kind of Republican in NY.
I see it as a matter of fairness. Should the children of illegal parents be considered at fault for their illegal status? They were brought here through no fault of their own. Their parents did wrong to them. Now that they are here, what do we do with them? Continue the wrong done to them by giving them unfair treatment?
A student from another state can come to Texas, enroll in a state school and pay the out of state tuition rate the first year, and qualify for in state tuition after one year of residency: “Establishing Domicile in Texas: Physically residing in Texas with the intent to maintain domicile in Texas for at least the 12 consecutive months immediately preceding the census date of the term of enrollment, allowing for documented temporary absences.” That’s how these colleges encourage out of state students to stay enrolled in their college.
By encouraging children of illegals to attend state colleges, it increases the revenue from tuitions that these students bring.
The alternative is to give these children of illegals no incentive to attend state college. Then, they would see no need to stay in high school. Because no one is going to round them up and send them back to Mexico, the only recourse is for uneducated children of illegals is to complete the wrong done to them. With the opportunities closed to them for employment with good wages, they will seek alternative methods of making an income. Many of those alternatives, you will not like. You would probably think the later alternative better and fairer than a Texas college increasing their tuition revenues with students from illegal parents.
You do realize that illegals in NY get in-state tuition for college, right? Without any waiting period?

It could have been treated quietly, by making the state law apply to persons physically living in Texas for a year, without some fooferaw about dreams for illegales or whatever euphemism is used for them. But no, it wasn’t. It’s hard to fan the smell of Hispandering out of this one.
OK it is really simple. Apply for citizenship. Take the test and pass it, just like my grandfather did. If the high school was up to par, they should have no problem with the language and basic civics. Then you can go to college.

That picture should make all of us flippin’ sick. That is the result of presidents through the years and 535 people sitting up there in DC doing NOTHING.
States can’t round these people up and ship them home. Until DC gets some guts, it will only get worse.
You do realize that Republicans in NY helped pass gay marriage? I’m not sure what your point is. We expect more from Texas Republicans.
My point is that at least 38 states have a weaker stance on in-state tuition for the children of illegals than does Texas. I thought that was obvious?
Tony Snow’s Myths and Facts on illegals was the Bush plan...it was better than what we have now but noone would go along with it or take the time to read and absorb the facts.
Why do you suppose we spend all of that taxpayer dollar for education? We do it because each student that benefits from that education brings wealth to the community in way that far outweighs what was spent. We cannot squander the value of every human being. If we do, it will have consequences for the community.
Now, if you don’t want so many illegals in the country, seal the border. Let’s get practical. And, who is responsible for sealing the border? (drum roll) The Constitution says that it is the Federal Government’s responsibility to seal the border. And that my friend is the Obama Regime’s responsibility; and not the citizens of Texas or any other state.
I am even thinking that limiting their employment opportunities might be a bad move. That only encourages increased criminal activity. When you make life desperate for a group of people, they will collectively work to relieve their desperation in ways you will not like.
That is a more liberal point of view. It even kind of works until little Jose happens to have fallen in with a transnational terrorist group, and needs the student status as a fig leaf for being here.

The simple fact is that Texas businessmen exploit the labor of the migrants and do not favor any closing of the borders. The Republican establishment here supports a loose immigration policy. At the same time, the Democrats try to whip up Mexican resentment against their employers, to make them feel exploited. In truth, they do get less than others but more than they would in Mexico. If Mexican have fewer rights than others, their also have opportunities they do not have in Mexico. For their country simply does not provide for them or their families as it ought. Mexico is potentially one of the richest nations on earth. That it is poor is owing to bad government.
