I never invited Cubans, or any other illegals. To be taken seriously and not compromised the policy has to be uniformly applied, it has to be "fair". Illegal = Illegal, no exceptions. Cuba's problems are not that different than Mexico's (or any of several sources of illegal invasion), until the native population gets sick of it and takes care of the situation nothing will change. See Nicolae Ceaușescu ([nikoˈla.e tʃa.uˈʃesku] of Rumania for a fairly recent proof and example that it CAN be done.

But our leaders did, explicitly. The Cubans are not, therefore, illegals.

Perhaps there is a misunderstanding here, are you talking about deporting the Cubans that are already here, and have been for a couple of generations now?
