Very much agree. There was a recent incident on a bus where some 60 year-old Viet Nam vet was being hassled by some young punk. Before it was over, the young punk took a real ass-kicking while his friends watched ...from a safe distance.
There is a very good chapter on this phenomenon in Malcolm Gladwell's, "The Tipping Point." In it, he talks about how the New York subways became safer for everyone on the basis of one man, Bernhard Goetz (the "Subway Vigilante"), standing up to the thuggery.
