The premise is incorrect; anchor baby status is a creation of the State Dept with support from various other federal agencies (with tactit IF-THEN support from a few courts).
Lets extend the proposition: How to Overcome the USA: simply arrange for enough of "your" citizens to drop newborns within the USA and within a few decades you will control the voting booths. The founders, the early courts and most of the contemporaneous authorities had no difficulty recognizing and avoiding the possibility of such an invasion.
