That'd be a mighty fine trick, considering that it's not illegal to move to Texas (no matter how much Obama and his ilk seem to hate it).
And if you'd bother to look at the Texas law, it states that US citizens need only attend school in Texas for one year to be eligible for in-state tuition.
So, no, if you came to Texas, you'd get that in-state tuition.
DR. RICHARD KIMBALL: I didn't kill my wife!
U.S. MARSHALL SAM GERARD: I don't care! Now that you've fled Illinois as a fugitive from justice, crossed state lines, evaded the law, hide from authorities, and lived in Texas for a year, you're gettin' in-state tuition at University of Houston! I think you could use an MBA to go along with that medical degree. Here in Texas we treat our American CRIMINALS who have NO right to be here just as good as we treat our Mexican CRIMINALS who have NO right to here! Ain't nothin' illegal 'bout you or those guys at Home Depot hidin' out here. Congratulations and welcome aboard to the University of Houston, doc! You start classes tomorrow.
