A 40 year plan for technology? Let's go back 40 years ago and look at the predictions about what we have now. I'm sure a few things would be mentioned but that is the key, a FEW.
But I suppose a 40 year plan like China's would work: "OK, we do A, B, and C but most importantly, we spy the daylights out of the US of A and steal all of their innovations; that's how we make our real progress."

China’s plan went more like this:
“Let’s identify selfish, greedy CEO’s who don’t give a sewer rat’s patoot about their own country, who we can bribe to sell us their factories, and eventually their own companies.”
So far it’s been depressingly successful. Look around any Walmart.
