It's the percentage of blacks in a city that is the main factor. Madison WI, for example, is run by dems but it's a very safe city. Same with San Jose CA.

It’s a crying shame to see, but while America tolerates “community organizers” (more like disorganizers), black rabble will be roused. Get color politics out of the picture and the violent crime quotient tied to black communities will fall.

I can't see how that's true. The recent violence of the union thugs and big labor goons there seemed real enough to me. They've got a vicegrip on Madison as do the radical liberals at the state-run university in town. Wanton violence has been the preferred tool of leftists since Karl Marx.

Same with San Jose CA.

That city is over 35% Mexican. If it's anything like here in Texas, it can't be very safe given that demographic makeup. Our most dangerous places are El Paso (80% Mexican) and the Rio Grande Valley (around 90% Mexican). I wonder if San Jose isn't cooking the numbers to minimize the extent of the real danger there?
