It's not gonna happen.
Even if Zero does somehow convince 50% of voters that he's not as bad as the Republican nominee (whoever that might be) he still has to contend with the 2010 census shift of House shifts to the red states and the fact that the lion's share of Senate seats up in the next two elections are Democrat seats. It's highly unlikely that either the House or Senate will be under Democrat control during any Obama second term.
He's drunk, or drugs, or trying for something (anything!) to campaign on, 'cause he sure can't run on his record. ("Hmmmmmmm. They bought that hopey-changey malarkey once, maybe I can fool them again?")
History shows that when Congress gets more revenue, the pols spend it.

Obama is not serious about increasing jobs or reducing the deficit. This is just plain old politics. He knows the Republicans are not going to go along with this, so then he has a chance to campaign that the Republicans are sticking it to the economy.
This is the modus operandi of the far left which is trying to move us to Eurosocialism as fast as possible. First, spend the money creating new and steeper entitlements and create a fiscal crisis. Second, cite the crisis as justification to raise taxes on the upper echelons to complete the redistribution. Rinse, wash and repeat every Democratic administration.
But unsustainable is the whole idea of Cloward-Piven.
When George the Elder broke his “no new taxes” pledge. I saw the announcement on live tv. He said the Dems had agreed that every new tax dollar would be used to lower the deficit. The Speaker, (Tip?), was nodding his head like a bobble head doll. Instead, as I recall, they spent $1.84 for every $1.00 brought in.
