Romneycare is the exact same thing Perry did with the Gardasil deal in Texas. It was a state issue and it was voted on by both houses and passed. For Romney the state has the right in his case but in Perry's case it's not ok.

Gardasil was not 'voted on and passed' by both houses. Perry signed an executive order mandating the vaccine, the legislature then passed a bill (HB 1098) to overturn it.
