Ahhhh...Tampa....I lived in Lakeland for a couple of years when I was a child. I miss Florida so. (And I ALWAYS disembark from Tampa when I cruise.) But yes, home owner’s associations are too strigent and totalitarian for their purpose.
Tampa is a nice city, but I'm thinking of moving back to CT (or Maine or Vermont). I do miss the seasons there. (And besides I can drive the Dems crazy there, here the Dems (except in the 'minority parts' - or the dumb parts - of FL) are not challenging enough.
