Parents may choose to opt out of mandatory vaccinations for reasons of conscience, including religious beliefs. The governors executive order directs DSHS to ease the opt out process by providing exemption request forms online. Those who didn't see the press release may not have been aware of the option, especially if it was referred to as a "mandate". Were the opt-out forms offered to the parents in person when they brought their daughters in, or would they have had to know which Internet site to go to to opt-out?
And please, I've seen the name calling that has gone on with these threads. This is a very important issue to me, and I just want to see your side of it.

My “side” is that there was an opt-out option that was a part of the press release from the desk of the governor the introduced the EO.
So, my “side” can also be called “factual”, since I linked the press release. I'm not sure what people want. Perry's original statement mentioned an opt-out; it's not like it was hidden or not mentioned.
