John Birch Society: Rick Perry Proposed Bi-National Health Insurance with Mexico

The article focused on Perry’s comments at a Border Summit speech in south Texas (8-22-01), days before the 9-11 attacks, about bi-national health insurance — Texas-funded coverage for both U.S. and Mexican border residents. The governor’s statement favored a study, required by the Legislature, about "the feasibility of bi-national health insurance.”

The DMN continued, "Katherine Cesinger, spokeswoman for Perry’s campaign, downplayed the topic of bi-national health insurance. 'A bill was passed by the Legislature that authorized a study to look into this issue, which ultimately concluded there were numerous barriers to accomplishing that idea, and the Legislature took no further action on this concept,' she said." However, in spite of the Legislature’s failure to act, Perry made clear his willingness to funnel Texas’s assets to Mexico.

Perry has consistently positioned himself as a social and fiscal conservative, but the above comments reveal a different record. Indeed, four years later, Perry noted his approval of a bigger example of socialized medicine when he embraced Hillary Clinton’s national health care plan.

I actually seem to think there just maybe one are two federal laws against such things. But the insurance excuse is hog wash anyway.

I have a problem with characterizing any cross-border economic activity as "100% free-market". Marketarian as it may be on this side of the border, on the Mexican side there are so many subsidies of basic living costs (corn meal and gasoline, to name two) that hold down wages,

What you posted is a legitimate criticism of the proposal IMO. In fact, the logic you use is largely the reason why the plan ultimately was aborted.

Once again, however, this was not a nefarious plan for Perry to funnel Texas dollars to Mexico. Most Washington liberals aren't even bold to try something like that, let alone a right wing Texas Governor.

So, I read the article you linked, 2/12/10, & I don’t see where it has Jan. 16? date in the article

Says: The Tea Party movement got its start on Feb. 27, 2009, when people in 15 U.S. cities, including Dallas, held protests against government intrusion. (The Dallas gathering was 300 people strong.) This Feb. 27 — the North Texas offshoot’s one-year anniversary — thousands of Texans concerned about the “unrestrained growth in the size and scope of government,” as a press release puts it, are expected to gather at Dallas City Hall.

According to who? Someone at the "New American"? LOL!

Good governors SHOULD ask for and review the results of various studies etc. in order to keep fresh ideas and options in mind whether it be economic related, security related or anything else. This wasn't acted on, nothing came of it, and even if one believes the conclusion of this author....which I don't... there was no harm - no foul.

You only offered conjecture without any links or proof. where as I've provided you the direct context of the Perry proposal.

There are other challenges that require a unified approach, especially in the area of health care. A lack of preventative medicine means conditions that could have been eliminated through childhood immunizations show up in disturbing numbers later in life. Limited availability of medical specialists means conditions like heart disease and diabetes go untreated at alarming rates. In Texas, we recently placed a strong emphasis on preventative care when we expanded access to Medicaid for more low-income children by making the Medicaid enrollment process simpler. We allocated an additional $4 billion to the Medicaid program, and more than $900 million to the Children’s Health Insurance Program. I urged legislators to pass a telemedicine pilot program that will enable, through technology, a sick border resident of limited financial means to receive care from a specialist hundreds of miles away. But the effort to combat disease and illness requires greater cooperative efforts between our two nations.
