The article focused on Perrys comments at a Border Summit speech in south Texas (8-22-01), days before the 9-11 attacks, about bi-national health insurance Texas-funded coverage for both U.S. and Mexican border residents. The governors statement favored a study, required by the Legislature, about "the feasibility of bi-national health insurance.
The DMN continued, "Katherine Cesinger, spokeswoman for Perrys campaign, downplayed the topic of bi-national health insurance. 'A bill was passed by the Legislature that authorized a study to look into this issue, which ultimately concluded there were numerous barriers to accomplishing that idea, and the Legislature took no further action on this concept,' she said." However, in spite of the Legislatures failure to act, Perry made clear his willingness to funnel Texass assets to Mexico.

He endorsed a newly proposed (circa 2001) Texas law that would allow PRIVATE Texas insurance companies to issue policies to US and Mexican citizens living within 62 miles of the border. The government would play ZERO role outside of changing the law so the insurance companies could offer the product.
It was a 100% free market solution to a huge problem in Texas -- the state with the largest number of residents in the country without health insurance.
The OP is trying to trash Perry, as usual, but his approach to this issue is 180 degrees from ObamaCare, or RomneyCare, or HillaryCare.
Not everyone agrees with Perry's approach, but the notion that this was some sort of secret giveaway of Texan's hard earned tax dollars to Mexicans is absurd.

Yes it is! I have a family member utilize Mexican medical services for a procedure his overpriced insurance wouldn’t pay for. He got excellent care and saved about $40,000.
