John Birch Society: Rick Perry Proposed Bi-National Health Insurance with Mexico

The article focused on Perry’s comments at a Border Summit speech in south Texas (8-22-01), days before the 9-11 attacks, about bi-national health insurance — Texas-funded coverage for both U.S. and Mexican border residents. The governor’s statement favored a study, required by the Legislature, about "the feasibility of bi-national health insurance.”

The DMN continued, "Katherine Cesinger, spokeswoman for Perry’s campaign, downplayed the topic of bi-national health insurance. 'A bill was passed by the Legislature that authorized a study to look into this issue, which ultimately concluded there were numerous barriers to accomplishing that idea, and the Legislature took no further action on this concept,' she said." However, in spite of the Legislature’s failure to act, Perry made clear his willingness to funnel Texas’s assets to Mexico.

Perry has consistently positioned himself as a social and fiscal conservative, but the above comments reveal a different record. Indeed, four years later, Perry noted his approval of a bigger example of socialized medicine when he embraced Hillary Clinton’s national health care plan.

Yes, really.

Plus, Perry has been headlining Tea Party events for two years while still serving as governor of Texas. I can’t say the same about a certain lady who quit her job and now is running around the country purporting to be the leader of the Tea Party Express.


Uh not really according to article I read or article someone else posted. However, the poster and I were done with that till you inserted yourself...

Regarding my posts about Tea Party Rally origin, my comments had nothing to do with Perry or Palin!

So my question to you is why do you feel the need to
1. Promote Perry when my post is about Tea Party Rallys.
2. More importantly why do you feel it necessary to take a swipe at Palin—my comments and this thread had nothing to do with her?

Great if he headlined Tea Parties...I don’t know anything about that ...will add that to my fact checking and candidate research.

But WoW, did you really need to take a swipe at Palin?!?! ...quit her job and now is running around the country purporting to be the leader of the Tea Party Express.

I don’t think she is purporting to be the leader of the Tea Party Express...do you have a link for that claim because I think she actually said just the opposite that no one is the leader of the Tea Party....

***Yes, I am trying to actually LEARN ABOUT CANDIDATES on FR. Imagine that—trying to learn where candidates stand so I might have an idea of how they would govern. Frankly I am finding the rabidness of some Freepers in support of their particular candidate very disappointing. This is the time for vetting—it is not the general election...we are months away from the Primaries—it is time to debate the candidates.

I respectfully suggest you show a little respect for those of us who have been here a long time, have gone thru this a time or two, and are trying to learn about the candidates before we make up our minds :(

Strangely enough, they incorrectly called me a Paulbot too when I brought up facts about Perry. They are desperate to believe in the RINO.

Except that this story isn’t true. There would have been no Texas money to pay for health insurance for Mexican citizens or American citizens under this plan.

There was a study about the feasibility of allowing private insurance companies to sell across the Border, for coverage 60 miles on either side of the Rio Grande.

Then, there was no new law that allowed the sale of private insurance across the border.

That post says absolutely nothing about the government running the program. The reason is because it never existed.

Huh?! Are you serious?! lot's look all the elements of the story independently and with respects to their proper timeline.

2001 Rick Perrys policiy for Bi-national Healthcare SPECIFIES setting aside an additional $4 billion to the Medicaid program, and more than $900 million to the Children’s Health Insurance Program. At the same time he urges legislators (NOT PRIVATE HEALTH COMPANIES) to pass a telemedicine pilot program that will enable, through technology, a sick border resident of limited financial means to receive care from a specialist hundreds of miles away

The article you point to is seriously distorted in it's timeline since it talks about a study done in 2003 and released in 2005, that proposes selling private health insurance to illegal immigrants to reward them and protect them for entering the country illegally. (Which apparently wasn't commissioned by the state of Texas).

Anyways the original WaPo article doesn't actually source anything to the 2001 claim that what Rick Perry was proposing was based on private health insurance.

Usually the pro-Perry articles are posted once per article, not the same exact story posted day after day after day after day for days on end

Bwhahahaha!!! I'm pretty sure I've seen at least 50 "Rick Perry is scarezing teh Democrat" articles and of course there's my other favorite. These poll threads meant to tell people to give up and submit to Rick Perry.
