Governor Perry’s plan introduced

Governor Perry accepts the futility of his plan being fully implemented, and is resigned to the project being dead in the water
All right. I read the links and did learn a couple of things. Thank you. But here’s what bothers me. Perry did not conceive of this thing, congress did. They passed in pieces beginning in, I believe, 1991. Bush signed it in 2002. This was the I69 portion and federally mandated. Perry’s part in this was bringing in “arms” of this I69 corridor, which as your article states, both the legislature and voters approved. The thing didn’t become a disaster until TXdot staked it out and farmers realized eminent domain was going to walk all over them. How is this Perry’s fault? I also saw in the article where it wasn’t the issue it is today until RINO Kay Bailey Hutchinson — who approved the thing from Washington (right?) — campaigned against PERRY on it...and lost. What am I missing here?
Give up they view everything through Rick Perry colored glasses.
