The locals haven’t relented, but they oppose it stridently. It would be nice to know their possible future president agreed with them, instead of some idiot stick tone deaf politicians.

Perry did agree with them and stated so very plainly. Look:

“I’m a big believer in freedom of religion but believe it would be best for all involved to put the facility elsewhere,” Perry said. “However, zoning is a local responsibility and as a staunch supporter of the 10th Amendment, I do not think the federal government should take steps to intercede or overrule the wishes of local residents. The citizens of New York City will decide the fate of this building.”*********

He said in plain English that he thought it should be moved, but rightfully didn't think the Fed should have a role in the issue.

I'm not sure what the problem is here, aside from the fact that it seems the OP feels he needs to resort to deception to make a point.
