I understand your reference, and the intent of the law was to benefit blacks more than any other demographic,
but the result was that “other” demographics were able to take advantage of it, because they weren’t bold enough when the AA laws were written to say “this is only for blacks”.
This is what Marxine wants done. She doesn’t want “minority” set-asides and benefits, she wants “Black” set-asides and benefits.
Except that was what was wanted when Kennedy enacted AA in 1961. Only, as you say, they weren't bold enough to state it up front. Remember, it led to the Civil Rights Act of 1964, which can be said to be even more geared toward Blacks. All-in-all, I think it can safely be said we have had legislation aimed toward the Black community since the Kennedy Administration.
Of course, it's a different environment today, and a Maxine Waters can get away with such remarks. After all, as someone posted in response to me above, only Whites can be burdened with the label of bigot.
