This is interesting. I don't believe any executive order can trump veterans preference though. I'd welcome input from any folks who are knowledgeable. Can this really effect the preference given to say, disabled veterans?

I don’t know about executive orders, but way back in 1970 I was in West Palm Beach just home from 2 tours in Viet Nam, And I tried to get a job with the city as a firefighter using my supposed advantage as a Viet Nam Vet. The Person I talked to flat out told me that I was wasting my time unless I was Black. He said they were ordered to hire Black only regardless of the test scores or Veteran status of any applicants.

The order states "the head of each executive department and agency ... shall ... designate the agency's Chief Human Capital Officer to be responsible for enhancing employment and promotion opportunities within the agency".

So you're the "Human Capital Officer" (Director of Human Resources, whatever), and the President Hisself has decreed that he will hold YOU personally responsible for increasing black employment in your department. What do you think the Personnel people will do?
