California's stubbornly high unemployment rate rose even higher in July, climbing two-tenths of a percentage point to 12%, the U.S. Department of Labor reported Friday.
It was the second straight monthly increase in joblessness as measured by a federal survey of households.
California's unemployment rate was the second-highest in the nation, exceeded only by Nevada at 12.9%.

The state's employers added a modest 4,500 new jobs to payrolls, according to a separate monthly check of businesses. Last month, there were a revised 30,500 new jobs.
That level of growth, while welcome, is not strong enough to put a dent in California's large pool of out-of-work people, analysts said.
"This is much like we've been seeing, slow growth," said Howard Roth, chief economist for the state Department of Finance. "But, recently, [unemployment] has been going the wrong way on us."
National unemployment in July was 9.1%, a slight improvement over June's 9.2%. Non-farm employment increased by 117,000.

More Fed regulations + more state regulations = more unemployeed = less revenue for the state and the feds = higher taxes for those that are working. Makes sense....right?

Hmmm..... So it is probably worthwhile to compare CA and NV economic stats to TX maybe?? I wonder what the difference in leadership/representation is between those states?
California has a lot of oil that isn’t being exploited, enough to cover the bills and create jobs.

That is true but only to a degree. While I will feel the increases in inflation and taxes, ours is a right to work State. The area I am in has only been moderately impacted by the ongoing recession. While this State has problems, it also has options that States like Cali and Illinois nolonger have. Cali’s only choice is to tax-baby-tax. Which of course will drive buisness into Nevada and evil Arizona. While we have a large hispanic population of free-riders it does not even come close to Cali and Illinois problems.

That's what it is? "Stubborn" suggests that it should be going lower but for some irrational reason it is not. Its almost comical the way the LAT characterizes it. Unemployment is behaving very rationally in California. The state is a tax and regulation cesspool. No one is going to hire so unemployment logically remains high.
As a former Left Coaster (I left before the real estate crash) I can’t say these people don’t deserve it.
I still shake my head when I think of the debates when Whitman said: “I think I deserve better than this. I think California’s deserve better than this” and she received boos from the Union thugs.
