So, the "Fox vision" is increased economic prosperity so that the Mexicans stay on their side of the border and do not feel compelled to come here illegally?

Rick Perry sounds like a “compassionate conservative,” and we all know where they lead us.
I think he's talking about removing impediments to cross border trade. Though the statement is badly phrased, the part in bold tells the whole story.
Perry believes the exact same things as Obama about illegal aliens. Only deport them if they commit serious felonies. Otherwise treat them the same as US citizens, by giving them welfare and college tuition.

Sounds more about Mexico fixing its own problems with poverty and drug cartels, than with welcoming unrestricted illegal crossings.
